Sebastian has conducted over 100 missions to Africa, the Middle East, and  Asia, with a particular focus on conflict and post-conflict settings, conducting evaluation, diplomatic, and representative duties.  Sebastian holds BA and MA degrees from Trinity College Dublin, an MPH degree from the University of Cape Town, is an adjunct assistant professor at Trinity College Dublin and an academic affiliate of the Center for AIDS Prevention Studies at the University of California, San Francisco. Sebastian was a Dalan external Consultant for the 2017 external evaluation of the President’s Post Ebola Recovery Priorities’ commissioned by the Office of the Chief of Staff, State House, Sierra Leone.

Robert Sam KpakraM.Sc. Project Planning and Development, B.Sc. (Hons) Environment and Development

Robert Sam-Kpakra. Robert has more than a decade of operations research experience in health, water and sanitation, governance, education, livelihood, energy and other thematic areas. He has led and co-managed programme evaluations from planning to report writing stage, for local and international NGOs, as well as multilateral agencies, including the United Nations and the World Bank. Over the years, Robert has provided technical and field-level support as a Dalan Senior Associate to small and large-scale studies (including national surveys). He served as a technical adviser for a 2020 UNDP commissioned assignment to undertake a socio-economic impact assessment of COVID-19 on businesses (micro & small) in the Informal Sector in Sierra Leone. He is proficient in the use of data management packages, such as the Statistical Package for Social Scientist (SPSS) and Stata. is a motivated team player with good interpersonal, management, communication and strategic thinking ability.

 

Dr Edward Magbity PHD Medical Epidemiology, MSc Medical Parapsychology), Maintains Project

Dr Magbity’s has more than twenty-five years of professional experience, spanning many fields: Epidemiology, Monitoring, Evaluation and Data analysis, Epidemiological Research, Evaluation Studies, Public Health, Community Medicine, Health Systems Strengthening, Family Planning, Reproductive Health, Malaria and HIV.  He has held full-time senior-level positions with Marie Stopes, Sierra Leone, the Ministry of Health and Sanitation, the National HIV/AIDS Secretariat, College of Medicine and Allied Health Sciences and the Medical Research Centre.  He has undertaken many consultancy assignments for the Government, National and International NGOs and Bilateral and Multilateral Agencies, including assignments commissioned through Dalan and has led or contributed to several publications

Agnes PessimaMA Education (Women’s Studies), BA Genera

Agnes is a Gender Specialist responsible for providing technical and programmatic support in gender equality and direct technical assistance and guidance on women’s empowerment to the program and its delivery partners. She has over 30 years’ experience in direct technical assistance and guidance on women’s empowerment to programs and their delivery partners. Based in Sierra Leone, she has implemented research studies on improving women’s participation in income-generating projects, women’s self-perception and attitudes, and a study on the subject of Vesico Vaginal Fistula (VVF). She has also facilitated numerous training workshops with adolescents and young people. Agnes has undertaken several research activities, relevant to women, including income-related studies.
